On November 23, 2017, the Government of Newfoundland and Labrador authorized us to regulate the possession, sale and delivery of non-medical cannabis. Licensed Cannabis Retailers (LCRs)

They developed a Request for Proposals (RFP) with the primary objective of establishing a safe and secure network of licensed cannabis retailers (LCRs). The RFP provided 4 different tiers of service which allowed for flexibility and gave applicants a number of options to consider in determining the best fit for their proposed business model.

Size of store, design and layout, proximity to pedestrian traffic and commercial development, product education, staff training and retail experience all factor into the successful operation of a cannabis retail store.
